Forest Hill, now Foresthill, was in the fall of 1850..
A. B. Scott was listed as the proprietor of the Forest Hill Water Works in an 1861 directory. This was probably Arthur Bothwell Scott (1820-1882).
An 1878 directory lists Albrecht and Andrew as the proprietors of the system. Albrecht could have been Charles Albrecht, who ran a merchandise store in Forest Hill.
Bart Finning is listed as the president of the Forest City Water Company in a 1919 California Railroad Commission report.. Reports in 1949, 1951, and 1953 list the owner as the Forest Hill Water Works.
The Foresthill Public Utility District was formed in 1950 and purchased the Forest Hills Water Works in late 1952 or early 1953.
Water is provided by the Foresthill Public Utility District.

Forest Hill, Placer Co.- A $225,000 bond election in the Forest Hill
Public Utility District is scheduled for December 12th by the board of
directors.
The acquisition, construction and completion of a water system is proposed
if the bond issue carries. The present service is owned by the
Forest Hill Water Works.

Forest Hill, Placer Co.- By a vote of 206 to 12, residents of the Forest
Hill Public Utilities District approved a $225,000 bond issue to finance
the purchase of the Forest Hill Water works and to complete its
construction.
As a result of yesterday's election, a four mile long pipeline will be
constructed from Mill Creek to a reservoir to assure an adequate supply of
water throughout the year.
