East Windsor was incorporated as a town in 1768.
The Broad Brook Company was incorporated in 1849 after taking over an existing mill complex in the village of Broad Brook. The company built a water system for fire protection and to supply water to houses and buildings owned by the company, which was later expanded. It is not known when the system began service, but additional research is being done in that regard.
The Broad Brook Company became insolvent in 1954 and the water system was taken over by the Broad Brook Water Company, which was incorporated in 1959.
The Broad Brook Water Company was purchased by Connecticut Water in 1978.
Water is provided by Connecticut Water.

engaged in manufacturing woolen and worsted goods, and the water works was
built to furnish a better supply of water to the dye house. A few owners
of houses near which the mains passed were allowed the privilege of
connecting therewith and from these was received $150.25 for the year in
question. The remainder of the total income from water, $615.63, was
collected from tenants-virtually as part of the rent. Such expenses as may
be incurred are considered a part of the general plant account expense.
