Honolulu was incorporated in 1907.

The first waterworks were proposed in 1838 and were in operation by 1847 to supply water for shipping.  The Territory of Hawaii expanded the system, and sold the works to the City and County of Honolulu on June 30, 1914 for $1,141,031 with payments to be made over 30 years beginning in 1916..

Water is supplied by the City and County of Honolulu.  Their web site has a water system history.
