Winona was incorporated as a .city in 1857.
The city of Winona built
water works for fire protection in 1876, connecting pumps in mills with a
system of pipes through the business district. A larger system was
built and began service in December 1882 with a standpipe
4 feet in diameter and 225 feet high. Both systems were designed and
built by George C. Morgan of Chicago.
Water is supplied by the city of Winona.
