Kennebunk was incorporated as a town in 1820.
The town of Kennebunk built a system for fire protection that was reported in 1886 as having 1,900 feet of mains, four hydrants, and pumps.
The Mousam Water Company was incorporated in 1891 and built a system that began operating in 1896. Their name was changed to the York County Water Company around 1915.
